Yes, but I am at the moment at 18 chests without any shoulders and 17 Bosses without a single helmet.

my "something sneaky this way comes" head tells me that once you have spent all your gold/AP on buying the undaunted sets they will then introduce new sets (check out those data mined)
it reminds me of how they have half-price sales on bag space and after we spend a shed load of crowns only to turn round and say they are introducing an unlimited crafting bag for subs...so watch out for the latest half-price sale on horse upgrades which may be the fore runner of horses stats becoming account wide
