Dungeon Scaling

Tried putting together a group earlier and it would seem the old scaling trick does not work any more. Can anyone confirm this?
We tried group searching with the fourth member at the same time before disbanding the group entirely and trying again. Won't scale our lower levelled players any more.

We are also having many difficulties to get to play together using harmonization, my friends and I.
We have different levels and the Dungeon Finder harmonization system is the only way we have to do some dungeons without trivializing the difficulty. Running a level 21 dungeon with friends being VR2, 6 and 15 is all but fun. Rushing instances when it's your first time visiting it just give you a bitter taste.
The Dungeon Finder update was supposed to allow premade groups of 4 players to easily join a dungeon, what ever the player levels are thanks to harmonization
