The only way to balance them would be removing them, or making every race have the same thing or ability to choose what they want.
That would make a very boring game. If the passives upset you that much, don't play the race that you dislike or wait until the race change comes in.

That is why you make alts for different builds and with the removal of Vet ranks it makes this a hell of a lot easier so we don't have to waste money respecing if we want to change it up a lot.

The mount system in ESO makes creating an alt so painfull. I can hardly play on my crafter anymore since his mount feel like slower than walking (his mount speed is 35 and my main is 60). Also I dislike all races besides khajiit and Argonian (I would be fine if it was classes that decided what you can do like in WoW, but having racials that force you to play a certan way is one of the worse design choices I have ever seen)
