That's the original issue from this thread. Sid's post seems to be about something different, having a legit zero bounty (white) while still having some heat (red), meaning your infamy (bounty and heat combined) is still above zero, which shouldn't happen, as heat should be zero before bounty can decay. I had 0 bounty, tried to pickpocket an NPC, but failed and then after 3 minutes (thanks to the TG passive) the bounty went down to 0 again, but there was still heat on me. Then I walked past a guard who stopped me and tried to make me pay 0 gold.
