Works fine for me. 100% snare was reduced to 60% slow with Thieves Guild patch.

Not that charge bug. The NEW one introduced in TG that makes various charges not trigger under a lot of circumstances. You press the button and your character does a little shuffle dance, but doesn't charge the target.
