Of course, in real sieges repairing/reinforcing walls that were under attack by siege engines was a viable tactic that was used many times throughout history. In some cases the defenders actually built a brand new second wall behind the first one while the first one was under attack, so when the wall was breached the attackers poured in only to find themselves stopped by a new wall that they weren't expecting.
I can see why it would be exploitable in-game to just allow unlimited repairs while under attack though.
If that's happening at the beginning of your siege, we call it Troll repairing and it's not new at all. I believe ZOS has said they are fine with it, someone can correct me if I'm wrong.
All you have to do is coordinate your siege hits to get it below 95% and it can't be repaired.
