Right now I have to log in and out on 5 mules to get things I need I am overflowing and can not sell the stuff fast enough to make room(and yes I sell at very competitive prices).

It's not tied to a DLC, it's just that it's expected to arrive with the base game update that comes along with the Dark Brotherhood DLC.
