"Pulled Under" (skill point quest) Impossible to complete with high bounty?

This quest is part of a skill point quest chain in The Rift. From what I can tell, it appears to be impossible to complete if you have a high bounty.
At a certain stage, you are instructed to "Talk with a homeless citizen"; however, when you try to talk with them you get the "Homeless citizen wants nothing to do with you" message due to your bounty.
Anyone managed to complete this with high bounty? Otherwise, is there any way to skip this one in order to still get the skill point from the subsequent quest?
EDIT: found a workaround. If you skip ahead to look for the injured dunmer woman, you are able to talk with her and trigger the next part of this quest.

✭✭✭✭✭Personally I laugh every time I see one of those "can't compete quest due to high bounty", because realistically, that's how it should be... live the outlaw life, be exiled from all normal society.
Of course... game dewsigners usually frown upon people suffering too many consequences, so generally quest NPCs will get changed to respond to even outlaws.
Same game-mechanic trumping ralism that makes guards immortal...
Since we have one, we have the other. So... report the problem, ZOS may adjust the homeless NPCs so high-bounty people don't get stumped in that quest.1
