Orsinium Main Quest

I think I may have abandoned the main quest somehow and can't seem to pick it back up. I went to glen umbra in dagger fall the cart lady didn't have any quest. I want to get the bear costume and was told that was for completing the Orsinium main quest. I might be missing something. Not sure.

Check your achievements. I believe you need to get hero of wrothgar completed to get the costumes unlocked.0
