Because you can cloak any incoming projectile or gap closer that has not hit you yet. Well, except for some annoying broken skills like dark flare which for some reason track you like a beast.

But i do get the point though. Would not be gamebreaking to also make that *** hit through cloak. after all not so difficult to block it while cloaked.
