Play ten minutes in a populated campaign and you'll know why. Drop the base damage to like 10% of what it is now and increase the scaling with more people in the radius accordingly.
But please leave Bombard alone, the following flood of complaints will hopefully convince you an immunity/diminishing returns for "soft" CC is necessary like we've been telling you for 2+ years running

That skill needs some serious adjusting, with the rapids nerf you literally can't move with that ***!3 -
Ampnode✭✭✭✭10% is a bit harsh. 35-50% of what it does now would be more reasonable. As for root immunity, I say add a separate immunity to roots for 3 seconds after being affected by one.PC NA - CP640+

That was my first reaction, and as I started to type a witty sarcastic comment, I realized he's asking for it to not be nerfed in the hopes that it forces wrobel to realize we need a root immunity added like CC break, pending the current and forthcoming onslaught of complaints about what the meta has turned into.0 -

And impulse. And bats. etc. It's never going to change because the root problem remains the same: ZOS unofficially put PVP on life support years ago and does the bare minimum possible to maintain it.
None of these changes work because they are all half-assed. ESO PVP needs dedicated staff lead by a competent individual with the drive and resources to make the game great.
I just wish @ZOS_BrianWheeler would level with us and confirm ESO PVP is on life support -- or tell us what monumental changes ZOS is going to make in its approach to fixing it. Reward our loyalty to this game by being real with us Brian.1 -
