Missing Thieves Guild DLC (with ESO Plus active)

As reported on Ticket # 160309-003157, yesterday when I logged in to NA using the x64 client, no crashes. However, I did not receive the Thieves Guild DLC despite ESO Plus active.
As instructed by Support I removed all Add-ons, then ran Repair. When Repair complete, logged in to NA using the ZOS_Launcher and x86 Client. No crashes but I still do not have the Thieves Guild DLC in "U" Collections. TG appears in Crown Store but without images and priced at 4000 Crowns. I submitted a supplementary /bug report, cropped screenshot with this separate ticket number is attached.
DirectX 11.2 installed, DxDiag attached.
Game Consultant report.txt attached.

Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis1 -
Auldjohn✭✭✭✭Still do not have Thieves Guild DLC despite active ESO Plus. FYI, I requested ESO Support to combine Tickets 160309-003157 and 160310-002924. First generated by /feedback using eso64.exe, second generated by /feedback for same issue using ZOS_Launcher and x86 client.
No audio problems, esox64 and eso.exe both work fine for me. ESO Support Escalation team asked me to report his here as well, which I did with my OP in this thread. ZOS, please provide and official response either here or to either Incident ticket.
To reiterate: I have already removed all AddOns and run Repair. No Thieves Guild DLC or related Rewards for the Worthy on NA. I've also sent Game Consultant report.txt, DxDiag (with Dx11), and a short vid clip my Collections and Crown Store.

✭✭The ESO+ DLC icon has been moved or introduced rather, if you look under your Collections menu, above the right window there should be two icons. The right icon of these is the DLC icon. Do you have this, and if so is TG there when you click this icon?

Still working with ESO Support/Escalation Team on resolving this since March 7th. As of this afternoon, March 14, still unresolved.
BTW, @Idinuse , thanks for the screenshots. ESO Plus is unlocked, Partners in Crime (Accepted), but cannot travel to docks without TG DLC. ✭✭Oh dear @Auldjohn! I didn't realise you had TG present in Collection but not in game. Quen is nowhere in any Fence either?

FYI, I did test all TG patches on PTS, so I have an idea of what I've been missing the last week, including Thieves Troves while astride my Hammerfell Camel, accompanied by my Dragonfrog. Of course, that was on PTS, not "Live".
