Champion points (Steed) reinforced

The reinforcement perk for 120 points in Steed appears to be broken after the thieves guild patch. This is not listed in the patch notes so I am assuming it is a bug not a nerf.

    I found the issue. It was my mistake. With my main I spend about 99% of the time in PvP areas. The PvP area I was in changed to “non-champion” after the thief’s guild patch was applied. Not sure why you would want to play in a “non-champion” area but that is the reason.

    For those just hitting vet levels, the non-champion pvp zone acts as a buffer so they can get used to Vet level pvp, without the need to have been playing for months and grinding CP to be competitive.

    Also give consideration for returning players in light of new Thieve's Guild content.
    Have been gone for months. OP has 120 points into the Steed; personally have 68 points in the Warrior tree at all.

    Not saying that it bothers me that OP gets a damage shield on blocking that I have not unlocked; however, the sense hanging over me is that the majority of players will have such bonuses.

    For a long-time player with a ton of CP, a non-CP campaign probably simply feels like being gimped for no reason.
    For me, would feel gimped going into a regular campaign -- and that would pile on top of being out of practice.

    I enjoy my ESO daily escape I sometimes don’t realize how much time I put in. I play about 1 to 2 hours a day during the week days after work and family, then about 4 to 5 hours a weekend day. I guess it is nice ZoS gives us options for PvP in regards to champion points, however I am going to stay in areas that let me use my champion points. Judging by the player load in non-champion areas I believe most PvP-ers are doing the same thing.
