ZOS, How does shadow cloak works ?

I've some question about shadow cloak since a bunch of skills are coming back inside pvp I've different question about how cloak is working and how is it suppose to be working.
First question, I Wonder if it's normal that you can't rolldodge or sprint while you are invis ?
Second question, is it normal that all spell that take time to travel can still hit you after you cloak ?
I hope you can give me an answer for it.
Worst exemple I can give you, I'm invis for 1.5 second when I get hit by a darkflare cast long ago. I know those spell are long to cast and need to gives some bonus to their users but still don't you agree this kind of traveling spell should somehow not hit you at some point ?
