Combine Non vet bwb no cp to azura no cp server

Hi ESO did good this thieves guild having non CP server .. but i think we will only have fewer people to play on those server so can we just mix up bwb and azura? what are those Scaled level to v15 for ... people wont have any ambition to reach the max level if you let bwb exist for long so if we mix them on the azura star with no cp server they will feel more better if they reach max level ...

zZzleepyhead✭✭✭Blackwater Blade is a good place to PvP while you don't have a surplus of skill points or even the skill lines leveled to where you could use them. BWB also offers the best latency for PvP making it my favorite place to play. PvP is already vicious enough for noobs -- Can't take away their only hope.
I agree v15 level scaling is awkward. My level 43 DK has been stronger than my v16 Sorc since level 16. Bigger; better; faster; stronger.0 -

No, I won't "feel more better" if I reach max level, don't just assume that because you aspire to reach max level, that everybody else should too.0 -

It makes sense. If people want an RPG, they level. If people want PvP, leveling is just something that creates imbalances.
Thus, no leveling in Mortal Combat.0 -
