In those kinds of cases, a respec isn't an option, it's an absolute necessity. We had a number of those types of changes with IC, *requiring* a respec. We had NO such changes with Orsinium or TG, so we didn't need a free respec.
So all of you who are complaining about the money spent respeccing your characters -- you're doing it because you WANTED to tweak your spec to match the new game balance, not because you NEEDED to do so. Honestly, I think you jumped the gun, because there will inevitably be further tweaks to some of those abilities, but that's your choice -- there was nothing in TG which absolutely *required* you to respec. (I have 16 characters myself... and didn't feel the need to respec ANY of them.)
And to answer the other question in this thread, if the situation comes up again where a respec is an absolute necessity, I'm perfectly fine with it being forced.

No , go out and earn it.

MattFiror: No, it’s not a good idea to make everyone respec their entire character whenever a DLC is released. Until we have the ability to respec just one skill line at a time, we won’t be doing any more forced respecs. We do have plans for this, and we’ll get it in as soon as we can.
