I am surprised they caved to the complainers last time. Mostly because there were not all that many complaints about the respec.
lol @ people asking for a week of unlimited respecs for 1 gold apiece. Just ***ing lol.
We, as a gaming population, whined about the free respecs with updates, zos stopped them: end of story
Game needs money sinks.

Major changes to skills and CP should always give you an optional free respec, it's pretty much standard practice in MMORPGs.
