Mine supports DX11 (and is an old card!) but I'm upgrading to a GTX 970 tomorrow. Yay!
It's mainly so as I can get Fallout 4 for PC, as my current one wouldn't do it well. Any performance upgrades in this game are added goodness.

Ah, thought its only for ESO, since the guys playing on high-end PCs have almost the same FPS as I do on a 5 YO laptop.

GTX980TI & I7 6700K on Windows 10 is Vsync capped at 60 FPS on 64 bit client, for what it's worth. Not a single crash or texture issue yet. Nice and smooth here.

If you're trying to run 2x HD resolution, you're not creating texture detail from thin air, youre just working your GPU twice as hard for half the FPS and no gain whatsoever.
4k is a marketing scam.
GTX980TI & I7 6700K on Windows 10 is Vsync capped at 60 FPS on 64 bit client, for what it's worth. Not a single crash or texture issue yet. Nice and smooth here.

Frame cap in ESO can be changed in usersettings.ini
Monitors can be overclocked, see CRU software from Monitortests , google it..

4k will not be mainstream until we see what Pascal can handle. (Probably past Pascal)
Right now, 4k gaming is not feasible. There is not a rig out there that can handle Star Citizen at full graphics at 4k resolution. Not even Watson could do it.
Until a single GPU can handle 4k resolution, it will not be 'mainstream'
