I turned in several gold keys on my V16 character and got several pieces of loot that were not scaled to V16. Is this working as intended?

Qizax✭✭Actually the OP is correct. The rewards are not consistent and of several keys turned in the rewards were V14 "Undaunted" items. Not V15 nor V16 but V14. So no V15/V16 mats. A kick in the pants.0
