However, what you need to bare in mind is how ESO works: in the sense that when a player reaches level 50 they go to Veteran Rank (VR) and start earning Champion Points (CPs). These can then be used to boost various stats (weapon/spell damage & crit, physical/spell resistance, mag/stam/health recovery etc), not only on that character but all other characters that player has. So whilst you were facing a level 21, he/she may well have a VR character with a lot of CPs which could mean that the level 21 actually had a better character sheet than you. If that's not the case, it could have just been you getting ganked (attacked from stealth unawares) which can be difficult to defend against if you weren't prepared for the eventuality and/or they simply have more experience in PvP than you.

Just learn your skills and what complements each other, it's all about stacking buffs to maximise your output and/or defence. Maybe have a crowd control ability (e.g. Mass Hysteria on NB) on your bar so if you get jumped you have a few seconds to get your bearings and apply your buffs.
