Where is the Monster Helm Vendor?

So I have looked all around for the monster helm vendor, I have also googled and looked on the forums... Where is this VENDOR!?

It's only on weekends. And I think in cyrodiil probably a faction base area like southern high rock gate or eastern elsweyr etc or sewers base

Check the patch notes. They tell you exactly where and when to look for the monster helm/shoulder vendor.

Vendor appears at one of the Cyrodiil entrance gates for each faction, from midnight GMT Friday night until Sunday midnight GMT. You'll need to wait until the weekend.

From the patch notes;

Adhazabi will now only appear on the weekends. She will arrive at 00:00 UTC/GMT on Friday nights, and will pack up shop at 12:00 UTC/GMT on Mondays.

You’ll be able to find Adhazabi in the following locations:
Western Elsweyr Gate
Northern Highrock Gate
Southern Morrowind Gate
