Thank you for your supportive and kind words. I did launch it from t he desktop,and it doesnt run. I was told by two people to run the 32 bit client,but since the patch today,it wont work.It was fine last night,just not today.

Yup.This is true.Thanks anyway,guys.I wont be bugging anyone anymore. I was just hoping beyond hope I could play it.

While I can't recommend the card I use since it seems to be completely out of stock even on amazon (it's an old one) but I can recommend a 'cousin' of it that's pretty cheap but supports DX11 and will be alright for gaming. Nothing amazing but I run ESO with high texture quality, low shadowing and decent view range. Most importantly, it has a friendly price so maybe it's easier to budget it in and you can return to the game sooner.
