There would naturally be defectors, as in any war.
Widespread Dragons would break lore, because of the dragon war in the Methic Era, being hunted by the Blades etc. There have been alleged sightings of Dragons in Tamriel up until the 4th Era, but sightings were never properly confirmed.
If there are Dragons on Tamriel, they would be a very rare thing, and not widespread like in Skyrim. Hence no mounts etc. But as I stated earlier, having one as a trial boss would not be a bad thing, as it would preserve the rarity of the creatures, whilst allowing for those who want to at least see a dragon, to do just that.

While racism is rampant in Tamriel, it doesn't mean that every single Orc will hate every single Dunmer and not want to fight besides them. That's just not how TES works. So yes, Orcs and Dunmer fighting together is fine.
Remember that you could join the Stormcloaks as an Imperial or Altmer in Skyrim.Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.
