I sort of agree. I never steal and never murder (unless it's revenge on a ganker or I'm being paid to) any innocent (of course a ganker isn't innocent) or if it's in the context of actual battle.
A lot of people love to play that way, but I've never done it in any ES game. I'm probably the most honest assassin or thief in any of the games.

Murderers often have a lot of caveats.

As a lawful good character (and a cleric), I can't go around stealing things, itdoesn't set a good example for the Tamriel clergy. I don't steal or break into houses in town. Then you can't complete the main quests. You're required to break into a house to complete the 3rd quest from the Prophet. There's no way to advance past that point without committing the crime of B&E. Totally stupid, in my opinion. I wanted to play my Templar as a goodie-two-shoes but had to break the law to play thru the quest.

There's a lot of incentive to steal but none to uphold the law. Players should be rewarded for deciding not to steal or murder. How can we do this? How about, for every 15 hours of gameplay, increase a player status

Criminal -> Vagrant (0 bounty 0 hours) -> Sympathiser (30 hours) -> Citizen (45 hours) -> Reputable citizen (60 hours) -> Distinguished Citizen (90 hours) - > Law Advocate (150 hours)
Your status will reset to Sympathiser if you steal (but do not get caught). Learn how to keep your hands to yourself.

Getting caught will reset your status to criminal. Nobody escapes the law (unless you bribe, you can retain 'Sympathiser' status but you must return the stolen goods). If you pay the fine, you become a Vagrant. If you escape, you become a wanted criminal.
