In light of Wrobel recently saying they're considering adding weapon ultimates into the game to add stamina based DPS an edge, here are some ideas that I've seen people talk about, and ideas of my own:
Two handed- so most of us agree that 2H could use an AoE boost, and dosent need another single target hard hitter. So obviously, a lot of us want a whirlwind style ultimate. Spin in a circle, and do a good amount of damage to all enemies, plus add a bleeding DoT effect. Awesome.
Dual wield- DW has good AoE, and its single target is alright. My ultimate idea would be a poison weapons ultimate, that toggles like overload. It can add 10-15% damage as poison, inflict either a snare or healing reduction, and drain ult per attack. This one is my favourite.
One hand/shield- A cool idea that a lot of people like, is that vosh rahk attack where they teleport up, and then slam back down into the ground. To keep this move tanky, it could taunt all enemies in the impact area, and lay down an AoE for 8s. Inside it you and your allies do 8% more damage, take 15% less damage, and receive 15% more healing. Duration would have to keep this about par with some already great defensive ultimates like barrier, and veil of blades, but have an offensive utility as well.
Bow- bow is lacking in overall single target DPS, but has great AoE. So a great ultimate here would be an ability with say 10s duration, that increases the damage dealt to them by your bow abilities by 5-20% another alternative would be to fire an arrow that pierces their armor, making your bow attacks bypass physical and poison resistance for 10s as long as the values equal about the same.
This ultimate would have to add DPS, but not make sniping OP in PvP. That's why I think a duration of increased damage would be better than a single heavy hitter.
Destruction staff- spell slingers already do great damage. So an ultimate here could be to just blast a giant fireball/ice lance/lightning bolt. Dealing moderate damage and apply a DoT.
Or y'know, a fire atronach for 20 seconds. But let's not get into that right now.
Restoration staff- a good resto ult in my opinion, would be one that smart targets all of your group members within a reasonable range, heals them for a moderate amount, applies a strong HoT, and a buff that increases their healing received by 15% for 6 seconds. This could bring classes that are lacking smart target healing a great ultimate, and give a great "oh sh*t" button that all healers could use could use.
In my opinion, weapon ultimates make sense, and could really help bring stamina dps up to par with magicka.
Keep in mind, I play both magicka and stamina DPS, so this thread is relatively unbiased.
