if you do only pve, dont craft armor at all, everything you find is enough.
if you do pvp, then armor every 4-8 levels and weapons every 2-4

If I decide to do non-vet pvp I will prolly craft new stuff. You pull some crazy numbers with battle leveling. At level 14 39k max magicka and 2.5k spell dmg buffed. Same as my v16 with v14 gear lol

you can get it better, you can easy go up to 2,8k unbuffed with purple destro staff, and nearly 3k regen too.

So if dwarven is maxed at level 44 gear I make a whole set and bump it up to green and then chant it with whatever I feels like. Then do the next for ebony but only for its max level.

On my first time through, I definitely upgraded way more than was necessary. If you are primarily PvE'ing, I would operate under the mindset that you can replace rather than repair with dropped gear. The content is just not that difficult, and long term, you are better off saving your gold an mats for a real set at end game.
If you are PvPing along the way, its a very different ball game. They way scaling works, you always want gear as close to your current level as possible. Therefore, I would generally upgrade at the end of each material tier.

Leveling a new character, how often should I craft new gear? Crafted myself some lvl 14 gear and at level 25. I just mow down every enemy within a few seconds. Should I just craft new gear when I hit vet rank? If so, how often after that should I craft new stuff
