The Templars Passive Enduring Rays on live server is increasing the uptime of all Dawns Wrath Skills by 20%. Now for TG this is changed to 30% and only for Sunfire, Eclipse and Nova making it the only passive in game that you don't want to skill.
The problem is that DoTs in the game are designed in two different ways, some do X Damage over Y seconds, some to X Damage per Y seconds.
Sun Fire is designed in the first way so increasing the uptime does not increase the damage, in fact it lowers DPS by stretching it over a longer runtime.
Also for Eclipse there is a big AoE Damage at the end of the cast, so when u don't skill ER you will be able to cast it more often doing more damage.
At last, Nova is the only ability that profits from the passive as it is doing damage per second, but for damage Meteor is the better option anyways.
Please look into this ZOS, all DoTs in game should do damage per second!
Btw: Vampires Bain was also "Buffed" with a 2 second longer uptime effectively reducing the Damage/Tick by about 20%.
