Well, Cyrrodil itself is not a DLC content, just the imperial city is - so you can pvp without DLC access, just not in the imperial city.
You get 1500 crowns per month and access to all DLC while you are ESO plus. You can sub for 3 or 6 months, banking your crowns, and if want to stop being an ESO plus member, you can use your crowns to buy the DLC's you want to use.

I don't have access to Cyrrodil at all though, unless I buy the DLCYou get 1500 crowns per month and access to all DLC while you are ESO plus. You can sub for 3 or 6 months, banking your crowns, and if want to stop being an ESO plus member, you can use your crowns to buy the DLC's you want to use.

You have to be level 10 to get the mail which invites you to join the alliance war in Cyrrodil. Before you don't have access.
