It's more of a core mechanic that stopped working. It's indented that you always get free cc immunity or that swirl around you, after Fear, Wrecking Blow and any other cc, even if you dont use stamina to break it. But for whatever reason it's buggy, so you sometimes get stuck in a cc loop like double knock downs.
But since you cant replicate it in PvP for easy kills, it's hardly exploiting. It's the game, not the players, causing it.
You also get it outside of PvP. I rarely get cc immunity from NPC's using different versions of Uppercut in Wrothgar or veteran Maelstrom Arena, for example. In other zones it's better. But really infuriating during round 5, when you have +2 Wrecking Blow spammers and Fear from boss constantly on you're not getting intended cc immunity
