Interesting concept however I wonder how it would work considering some of the passives are based on the physical attributes of the races rather than a cultural or training thing.
Honestly I think the only solution would be removal of them, as other games (SWTOR, EVE Online etc.) were forced to do for balance reasons. Race change will help quiet some of the people complaining as they can change to the current FotM class/race/build but there will still be complains that X is better than Y at doing Z.
Live among them sounds like doing all three campaings. Because in those you basically live among them and learn lots about each race.
What you suggest ain't bad idea however I believe that there should more than physical differences between races. Personally I couldn't care if some other race is more powerful if I get the job done.
Also I'm sure there are some but I don't see many roleplayers looking passives that much when creating character.

I've seen a lot of ranting about some races not having racials that are equally good compared to others. There was talk about ESO implementing a race change in the crown shop around forums (don't know if it's true), and while I think that could be a rather easy solution, I still find it sad to see some races hardly being played at all because of racials.
So my idea was that it would be cool to add the chance for plus members to make some kind of quest to learn about the different races history. Maybe "live among them" for a while to learn their ways, and thereby get their racial skill tree. Or even make some little short movie about each race. Would be really cool for the roleplayers as well, to delve even more into the ESO world.

No. Hell no.
If you "live among cats", are you gonna grow claws? If you "live among fish" are you gonna grow gills? No? Then why do you think an elfs affinity for magica is something that can be picked up by watching them hard enough?? Why would you think many generations of nords adapting to cold weather can be copied by snuggling up to them???
Game-wise, it would be very bad to allow people to pick and choose the passives that make their character most effective. Oh, sure, its any min/maxxers wet dream... but that doesn't mean it makes for a good game for all the rest. Far from it, when you practically would -have- to min/max to not be laughed at by the competetive players.

How-ever... an alternate method to buy crowns might be worth discussing. I mean, people without credit card usually can buy game-time codes they use to charge up their subscription for sub-games. I don't see why they couldn't use the very same kind of system to allow people to buy crowns in their local gaming store, without needing any credit card or such...
