one of my characters can't get "X" which he needs, but gets a reasonable amount of "Y"....he doesn't need "Y". Another character that Needs "Y" cant get it to save his life, but the "X" flows in. This is why im glad i have an Alt.
i wouldnt be surprised if there is an algorithm at work, after all you don't find certain style materials as much until you learn the motif. Why not have that same algorithm working for all loot? why leave it to random chance. When you could increase grind/playtime/revenue by tweaking the balance

Yes, it is the famous "rule of the third" - about 1/3 will get more than normal, about 1/3 an average amount and 1/3 will have the short end of the stick and will get less.
