I'd have it available in game for RP purposes, but I wouldn't want to be able to make it. Stumbling upon a small stash while looking for provision items or convincing a trader to sell it to you might be the way to go.

Having it as a craftable item as well as an illegal item you have to sell and craft in secret, ie-skooma dens- would do a lot to expand the justice system. If they aren't bringing in the enforcer part they might as well add new features to it. Stealing snd murdering gets boring. Let us create and sell fantasy drugs. Have it give some insane stats boost but make it give trippy visuals and hallucinations, and perhaps after it wears off (or after using it multiple times in a row, ie-overdosing) your character blacks out and you wake up in another map with your gear unequipped.

I always thought it should be a potion option that gives a much greater buff than all other potions but ends with a debuff.

So examples may include;
gives a 80% increase to speed but a 4 second stun when the effect ends.
Increases Weapon and Spell damage but ravages health when it ends -> this is a stackable potion including the health debuff, which if stacked too high will kill you.....
Blue Skooma, converts your health recovery into additional magicka recovery. Health recovery is 0 for the length of the potion
Green Skooma, same as blue but stamina....

This one prefers plain old moon sugar. Khajiit does not want to wake up pant-less somewhere and not know what happened. This one's family would disown him and Khajiit would have to live in a box on the street. That sounds tempting... it's a box! BUT, having a box inside your own home is better. You don't get rained on. You don't get fleas from living constantly outside, and you can wear no pants and no one cares.

Yes Khajiit got in trouble for sticking his paws in the moon-sugar jar way too much as a cub... but this one would never do skooma!

Skooma and Hist Sap! Furred friends from the sands get their skooma and we get glorious sap. Yes, the children of the Hist would give much for just a lick. Please add these items to the game with some fun side-effects.

Professor Kittyhawk was once a master skooma chemist. Everyone from all across Tamriel would come seeking this one's delicious skooma, from small children this one hired to do his bidding to old women who let this one cook his brew in the basement beneath the orphanages in which aforementioned children lived.

But then one day this one had a wee accident which resulted in the orphanage burning down, which perhaps why there are no children running around today. At any rate, Professor Kittyhawk was apprehended by the guards and thrown down into a mine to rot for the rest of his days. But Professor Kittyhawk is a clever Khajiit, and after many days and weeks he managed to whittle a chicken bone to a point and pretended to be ill. When a guard came to check on this one, Professor Kittyhawk shanked him and cut off his face, all before throwing the body down a mine shaft and wearing his face as a mask.

Now, it was dark in that mine, so when the other guards came to investigate they did not notice this one's furry hand or the lump in the back of this one's pants where his tail was hiding. No, all they saw was what they believed to be their injured comrade. It wasn't until they were half way up with this one in tow that they realized their folly. But by that time, they were all dead and Professor Kittyhawk had managed to escape.

Ever since that day this one has sought to get back into the skooma making business, but the world has changed and this one's sweet sweet moon sugar stash he spent so long acquiring had somehow been replaced with beets. BEETS! This one hates beets. They make him pee red.

So for now this one is reduced to living a normal, boring life free of the dangers of skooma manufacturing. For now this one will simply bide his time and await the day skooma makes its return to the world, for when that day comes, it will be a glorious day indeed.
