Subscription help for returning player

Hello

So i havent played since launch but want to return as the game looks awesome, if i sub do all the DLC benefits start with a new level 1 player? or are the subscription DLC benefits for end game only?

They can be accessed immediately after leaving the Wailing Prison.

Edit: except for Imperial City... level 10 required.

If you sub,you get immediate access to the DLCs once you are in the game and out of the prison.Cyrodiil is just an area you get access to when you hit L10.
