Upping stamina but using magicka skills

In various builds for templar and dk it's recommended to put all points into stamina but at the same time use class skills that are magicka based?!
Or am I thinking wrong?

Acsvf✭✭✭It's fine to use magicka skills early on or if it's utility.
The issue is only when you're using abilities where it's main effect scales with magicka and spell damage. Talons and dragons blood? Go ahead. Flame lash and burning embers? No.@LightArray

EviliteSoul ShrivenFrom what I can see it's only Biting jabs and Javelin that are stam based. Kinda disorientating that the base skill says magicka and the morph that I can't see says stamina.0
