NB is prominently better at single target, rather than aoe zerging, especially as stam. DK has some aoe abilities where as the NB ones are mainly magicka skills.

So in content meant to be done by groups you want a single, spammable skill that can kill mobs without any effort what-so-ever?
Nightblades are meant to be single-target damagers, Steel Tornado is only really to assist with AoE damage for your team, it's not meant to be a game changer. And if you're running out of stamina maybe that's your fault because I can spam Tornado 8-9 times and still have stamina to dodge. Besides, you shouldn't be running out of stamina anyway if you're using Relentless Focus and have good resource management sense.
Combine it with Surprise Attack and it'll rip through mobs.
Nightblade isn't easy to play, but that's the fun of it. Managing your stamina is important.

i have a build where i can get 3k weapon damage (buffed) with 3.2k recovery which jumps to 4k plus recovery with pots and throwing in a 2h execute. aka i can get free steel tornado while maintaining acceptable weapon damage.
I can spin to win mobs all day with the sustain of vigor and rally plus throw in caltrops and it eats mobs for breakfast. heck throw in siphoning attacks with caltrops (at least till patch).

It is far from a crap skill. IT sounds like you are more effective with bow because it roots and you can do it from range and not die. Not that it is stronger. That is a survivability issue and you should look into vigor and/or rally for some survivability.

i with my steam chars i put all points in stam & gear Stam to get more damage, i i get only as much as health as i get with lvl ups, i don't want to sacrifice damage, same with magic build, all in to magic, point & gear

with my magic build chars & my stam NB i learned something about stam & MP recovery, u need to be higher lvl to use some skills effectively or 1 char vet that gives u a lot of CP, MP user can be more effective in lower lvl then stam user, MB user 20-30 (Altmer 20) when ur MP problems are fading Stam Char 30 even redguard who has most Stam recovery with med armor, so skills like whirlwind=Steel Tornado at lower lvl suck hard, for that skill i recommend lvl 40+ 50+, unless u have vet char to & that char what ur playing has CP, then 30+ 40+, haven't used tornado again cause i turned my NB in to Archer, so cant even try, but what i said is baste on how i feel about my MP & Stam recovery in this lvl's, how good it is at this lvl's

from a pve perspective maybe. But you can solo all that content at that level anyway except group dungeons. For pvp at those levels i disagree. since everyone is battle leveled, as long as your geared to your level, you can hit similar numbers at low level. also, bosmer has highest regen not redguard.

about PvP part, no matte that it scaled in Cyrodiil, ur MP/Stam recovery still won't be the same as for some1 that is v1+, even lvl 20 & 30 have different recovery, scaling doesn't change all things 100%, yes recovery is increased, but as i said higher lvl's still have more recovery
1 thing that nullifies increased MP/Stam recovery is increased MP/Stem cost of skills, so for first timers its specially hard, they can't get CP to reduce it, but still it won't be 100% same as for some1 that is V1+
