Will we be ranked up and given the skill points according to our current AP when thieves guild comes out?

No. The change is not to the Alliance Rank. You will still be the same rank you are now.

The change is to the AP requirements for the Assault/Support lines, and yes, those will be upped based on the AP that you have already earned.

I played my toon on the pts and instantly had Magika det unlocked and alliance rank 10 I think. I was alliance rank 7 on live, Not sure on the skill points but u do remember gaining a rank and being given a skill point when doing a little fighting

Your alliance rank will not change at all, because they are not changing anything about it. What they are changing is the amount of AP required to raise your Assault and Support skill lines. Those are the ones that will be raised and not your alliance rank.
