Class Balance Possible at all? Dueling or battlegrounds the answer

I want to know if class balance is ever going to be achieved in this game or can it be achieved?
In my humble opinion the only chance to ever get class balance would come from the introduction of Dueling or small scale battle grounds as this would provide Zos with manageable data comparisons
I think the lack of effort to introduce small scale is a major flaw in data collecting how can you address balance without having a forum in which to study how the classes perform against each other with all player influences and exploits in a controlled environment.
Maybe I'm missing the mark ???????

Dyride✭✭✭✭✭This game was intended for Alliance versus Alliance. Look how big Cyrodiil is, not built to cater to fair 1v1s.
Since the game has shifted focus, and now seems to be headed towards the small scale and set match type play, I expect the QQ will get even worse until all the classes basically have the same buffs and abilities, only a different color. smh.
Why don't you go play LoL or something else that caters to that playstyle? Lots of games focus on 4v4 or 1v1 style.V Є H Є M Є И C Є
