Help for Khajiti based Heavy Armour Dragonknight - Tank or DPS

Hi There, I'm not really someone who plays a lot of PvP/E games and ESO is my first one (I'm not sure what some stuff means). I know I picked the wrong race with class but I'm level VR1.

Character Points is M12, H24, S13 - though I know I will have to reset it all
Champions Points - I haven't used a single one yet (don't know where to allocate them) but theres 8 for each

My ability bar for main W+S is Ransack 2, Volatile armour 2, Burning Embers 2, Flame Lash 2, Green Blood Dragon 2, (special) Take Flight 3.

Second bar is not developed as I use it with a staff for distance (not sure if I should change to bow or 2 handed weapon)

Skills are as followed -

(weapon) 14 2-Handed, 50 W+S, 6 Dual, 6 Bow, 24 DS, 5 RS
(armour) 20 L, 26 M, 50 H

Are you stamina or magicka?

well at the main abilities i have are magicka except for ransack that is stamina.

but im not sure, what should i be focusing on -- i want like a one hit to deal a lot of damage

The question is, what are you planning to do with this character? If you prefer solo pve, then "jack of all trades build" is perfectly fine (the only exception is veteran Maelstrom arena), but for group content or pvp you would need more optimized setup.
Magicka dks are very strong in pve, but you would need to swich to staff and light armor (you can wear 1 heavy, 1 medium, 5 light to adjust char's look if you dont like robes). Stamina dks (with melee weapons and medium armor) can also dish some decent damage, but unfortunately sword and shield is not the best weapon choice if yo uwant to deal damage. Since youre a khajiit, I would recommend you trying stamina build with 2 hander and dual wield.
Also, this game doesnt really support hybrid build and to do good damage you need to put the majority of your point in either magicka or stamina. Hybrids can only work for tanking, but the damage wont be very high in this case.

well i dont play much PvP but i want to as soon as i fix the build for the character.

I want a character either Tank or DPS, preferably one that can do great deal of damage, but having a build that can work in both vE/P. but i dont know in what abilities i should get with what type of weapons and the CP to allocate them to

You can try stamina build like this one: link. Just replace bow with 2 hander when soloing, so you will have heal/damage boost from Momentum skill.
Keep in mind that its an endgame build so it includes 501 champion points setup, vMA weapons etc. But skill set can be used at any level.
Most of the gear is crafted so you can ask in guild or zone chat. Molag Kena/Maestrom pieces can be replaced with crafted items as well, for example Night Mother's gaze set or Night Silence if you want some regen.
