Melee Attacks Defined

What do they mean by melee attacks. For example, the imperial and redguard's passives for resotring health/stam procs off melee attacks, bleed effect for axes, etc.
I'm just wondering if this is all stamina abilities or just light/heavy attacks with stam weapons or what?

✭✭Melee attacks are:
- light / have attacks with metal weapons
- charge skills that cost stamina
- all skills that cost stamina and have no more than 8m maximum range0
