Is that in large battles? What is the frame rate when you are wandering around a part of Cyrodiil with very few players?
26 fps in large keep battles is pretty good, actually! Even the most high end rigs seem to deliver around 30-40fps in those situations at 1080p, highest settings. Anything weaker, like my crap PC, fares much worse.

In my case, I get 30-40 fps only when very few players are around or low pop campaign, and then in large battles it drops to 10-15fps, sometimes below 10. This is on lowest settings at 720p or even 800x480 resolution. When testing the 64-bit client, I noticed it still drops, but almost immediately goes back up, no longer need to restart the game or /reloadui to fix it. I'd kill for 1080p 30 fps in large battles- 30-40fps looks so much smoother than my experience, judging by the videos above.

It all depends on the situation in PVP. There are times that the game runs great with all my addons still running and then other times when it runs like crap until I turn MM off. My FPS usually is 40+ unless MM is affecting it. The biggest problem I have in PVP is when my ping goes red and shoots up. Then the lag gets me more than any FPS drop.
How much RAM does your rig have? Not that it makes a big difference now without the 64Bit client.
Also if your not running the game on a SSD, give that a try as it does really help, especially for the loading screens.
