I don't think that ESO engine could ever handle ships and ships battles. (Even tho Havok is a great engine, I don't know what happened with ESO)

Hmm well you wouldn't necessarily have to battle. Just sail around, and let's be honest, when player housing comes in how are they going to fit everyone in there? WE COULD LIVE ON BOATS.

Every alliance has a coast where you have quests to drive back enemy invadors, so sea fights would perfectly fit in the lore. In one of the AD areas you already have a quest where you are on a ship and fight on deck while shooting a sea serpent with a ballista. This could be perfefctly modified to allow ship to ship battles and if you fall in the water during combat, the slaughterfish will be happy.
