High Elf as a Magicka DK = stronger heals?

I have been thinking about leveling a High Elf Magicka Dk, and I have been trying to find this answer on the internet. Does the High elf elemental talent passive effect the burning embers flame dot damage, and would this equal better heals over a Dunmer since the burning ember dot heals for more the longer your target is effected with it?

Increase damage done by Cold, Fire or Shock effects by 2%.

Burning Embers (Searing Strike morph):
Increased the heal at the end of the damage over time to 69/71/73/75% of the total damage inflicted at Ranks I/II/III/IV, from 30/32/34/36%.
The heal from this morph now applies immediately if it is recast on the same target.

    Yes, the high elf passive applies to burning embers, however the dunmer passive is still stronger (7% fire damage). So the higher heal would most likely come from being a dunmer.

    So the initial 7% fire damage of the burning embers hit would equal more healing than the 4% increased DOT damage heal at the end of the DOT effect? Alright thank you.

    The dunmer passive doesn't only apply to the initial hit. It also increases the dot.
