That shouldn't matter; Bera Moorsmith will appear at any Fighters Guild hall in the game to deliver the next quest once you have the necessary rank, except for the one that she directs you to, which has the other quest-giver in it.Also, it would help if you said which zone was the last one you completed.
I know in Eastmarch, the FG quest person is in a very non-intuitive place (Fort Amol).

Observational testing, including by me, during the first few months after launch. Working out what the prerequisites for quests are is one of my main projects at UESP. In this particular instance, I was wondering why I was always getting a new Fighters Guild quest immediately after completing the previous one, despite the fact that my level was way too low for the level of the quest, but not getting Mages Guild quests in the same way. After the third quest of each, I looked at my Guild ranks, saw that MG was on 3 and FG was on 4. I collected enough Lorebooks to hit 4, and Shalidor appeared as soon as I passed the Mages Guild in Shornhelm. I then avoided daedra and undead as much as possible until after I'd completed Proving the Deed, so that I completed that quest before hitting FG Rank 5. I then hit Rank 5 somewhere in Alik'r, and Bera Moorsmith appeared at the Fighters Guild in Bergama not long after.ProfessorKittyhawk wrote: »I don't know where they got the idea you had to level your Fighters Guild skill line to Co to ue the FG quest line, but I'm pretty sure that's false.
