Shield Stacking Set

Is there any way to implement a 5 piece set directed towards diminishing shield strength when the person is attacking? Very similar idea to the Fasalla Guile set (or however its spelt). Say 30% less shield strength (maybe more maybe less) upon being attacked possibly for X amount of seconds? This would give stamina a better chance when going against the new magicka meta. Any thoughts or criticisms? Just came into my head and i'm wondering if it can be implemented in any way?

Thought i would clarify i do also play a mage sorc and i do not USE the shield breaker set. You not being able to counter shield breaker is not the topic of discussion here so lets stay on track.
