I think he's talking about lowering the amount of AP earned the bigger your group is. with higher rewards for smaller groups.

Wrobel didn't clarify what he meant, but he literally said they "might look into AP caps" during his response to why Cyrodiil vendors haven't been updated w/ V16 gear/boxes. oh I though lucky meant a hardcoded can only earn blank AP per day max or something like that.
I got 4 FPS in a Glenumbra delve todaywhen PvE is lagging that bad I can only imagine PVP...

In my opinion the current track ZOS is on will fix nothing. They would have to double or triple their current server capacity and assign that increase to PvP. Lets face it the lag has even crossed over to PvE now where mass numbers of players battling, zerging using procs all at the same time in one area is not present. You get lag in the PvE delves with a team of four.
The lag problem in Cyrodiil has been an on going problem since the game started but now I have noticed an increase in PvE lag also.

Wrobel has proved many times now that he doesn't care at all. No fix for PvP.
