turn down shadows and water reflection, and both particle bars. turn off grass. Reload and try again
also mind your add-ons

I have it on the lowest settings, shadows off, reflections off, both particle bars at the lowest, all effects like bloom, dof, distortion etc etc are off. as for add-ons I don't use any addons at all.
Everything is set to lowest or "off" and I'm on 9 fps... crazy, utterly crazy

My specs:-
FX6300 CPU (3.6ghz, 6 cores)
16gb DDR3
EVGA GTX 770 2gb
SSD system drive
I will admit my system isn't "cutting edge" but it should be more than capable of running the game at a playable fps. but my fps are constantly bouncing around and I've never known a game to have such an unstable framerate.
Just stood still in a building for 4 seconds and I monitored my framerate. in FOUR seconds it went:- 10,36,99,42,100,11,9,45,53,58,9,97
if I try having a battle its insane, it goes from a buttery smooth 100fps to an unplayable 9 fps and back 2-3 times.. making it impossible to play.
Please fix it?

There are issues with the FPS. Something like memory leak or IDK. Usually when I play it is stable 60-70 FPS (average) and then after a big battle it drops to 20-30 (average) and it will not go up until client restart. After restart it is fixed.
@ZOS_RichLambert can you pass this issue to the code team.?
