Cooldown / change to sorc shields?

I do not have access to the PTS
I was playing last night, and a gentleman that seemed to be well informed (knew what I knew for sure what's on PTS) told me that there maybe a cool down or timer or something like that implemented on sorcerer shields.
I had not read or heard this, is this actually true? Did he misinterpret something? I couldn't find any info like this so Im asking you guys, you know what he was talking about?

Wild_squirtle✭✭✭I was on Pts on my sorc messing around theory crafting and was able to spam my shield at will. Was even tanking bosses when tank died.3 -

you have patch notes...and there is no cooldown on shield
and im actually glad that happened...
so many nerf about cloack and now they made cloack useless to Stamina NB's...which is a bad move..i dont want this to happen for sorcs..their only mean of deffending themseleves would be gone...and i dont even play sorc..i hate magicka in egneral whatever the class is1 -

I agree, and I did read the notes like 5 times. I even brought it up to him and he said, and I quote, "it is in the 40 page document they released, it is maybe being considered for Cyrodiil only."
And he and I were the only one to have actually been to any official sites in chat. And I don't have the PTS, and I didn't want to wait for an answer because im impatient lol I posted a q. Thank you for answering as I was a bit concerned 0
