The Imperial Editon has no landscapes. It has no content. It only gives you access to a tenth race, a pet mudcrab, rings of Mara and a white horse.
The Imperial City gives you a new zone in the middle of Cyrodiil. However, it doesn't include the Imperial race.
Imperials have excellent racial passives, but they're useless if you just want something new to do with your existing characters.

Um... Am I the only one that thinks the OP might be confusing the "Imperial Edition" upgrade with the "Imperial City" DLC?
