Certainly nobody has managed to stop me playing or drive me from a zone but I don't see why I or anyone else should have to put up with ill-mannered brats, never mind the outright racists, sexists, homophobes etc who should just be banned

Maybe if enough people do this the message will get through that such behaviour isn't acceptable and the game will be a pleasanter place for everyone
Well said, and please don't mistake my tendency to be sarcastic or tongue in cheek in posts like this as not caring, I do care! As this is my favorite game with what I believe to be one of the most mature communities in the mmo market today I want people to enjoy their experiences.
It's certainly bammer to have to ignore zone chat because of the absolutely terrible things said in it but there is a very fine line we walk here between free speech and censorship and as much as it pains me I will always fall on the side of letting people say whatever blather they want then reporting them just because my delicate sensibilities have been offended
I wish people would practice the Golden Rule more often and during regular play I truly think they do, it's just zone chat that these little 14 year old boys go to too say the most hurtful things they can all the while trying to one up each other.
I don't envy the job moderators of mmo's have, both in game and in forums. It's not easy to let people say what they want but also keep a good atmosphere. It's our job as reasonable people to overwhelm the garbage with sensible comments and posts and not feed the trolls. If people say hurtful things and see that it is bothering you then they are getting what they need, the need to make someone as miserable as they are. Best to just be ignored as if they don't even exist.

I am a die hard Libertarian who has been registered as an Independent voter since I turned 18 more years ago then we're going to discuss here and I say that. So I would like you to please consider the following scenario.
Let's say a player of this game, a woman, has actually been *** at some point in her life. I actually know a few such players because the sad fact is that women getting *** is actually a pretty common experience. Say she's at a roleplaying event in Sentinel. Now some player comes in while questing, sees the emotes going around and because they think roleplayers are a bunch of weirdos they have their character strip down, start dancing, and, oh yeah, the really charming part, they start typing in spatial about how their character is *** this female character, complete with graphic descriptions of violence, genitalia, moaning, more gutter words than you can shake a stick at and how his character is making her bleed with his huge *insert censored word for male anatomy here.* Do you think this woman would NOT be traumatized? GENUINELY distraught? Oh but wait, after she collects herself from the initial shock of his verbal assault she puts him on /ignore so she not longer has to see his sickening, gut wrenching words. Failing to get the reaction from her that he was hoping for, he now merges his character into hers and starts spamming every flashy and noisy ability in his arsenal, literally assaulting her ears and eyes if nothing else.
And your answer to her is, "Don't let it get to you and just leave?" What about the 20 to 40 other people who are also there to have a good time at this event? I guess they all just need to call a halt to what they are doing and leave as well. Perfectly logical solution. NOT. And yes, I have witnessed and been a victim of this EXACT scenario on MULTIPLE OCCASIONS. IN THIS GAME. Fortunately, I have never actually been *** in my life thanks to years of martial arts training and a propensity for carrying weaponry. And yes, I have badly hurt more than one excuse for a man over the years who put his hands on me without my permission. And quite frankly it makes me mad as hell that I can't use any of that on these wastes of flesh that infect this game like a bad STD.
But this whole ludicrous idea that the VICTIM of this type of nonsense is actually the one responsible for ending it by running away smacks to me of all the old *** advice to women. You know. "Don't go out alone." "Don't drink." "Don't wear short skirts." "Don't smile at strange men." All of that advice is wrong because it puts the blame and the responsibility on the VICTIM of *** rather than where it belongs, on the ***.
Everyone who plays this game signs a TOS that tells them very simply that this kind of behavior is not allowed. So there should be ZERO tolerance for this kind of behavior because everyone who plays this game has ALREADY AGREED NOT TO ENGAGE IN IT. So a SINGLE screenshotted instance of it should have them banned permanently. This is NOT a free speech issue. It is a contract issue and every single one of us has signed the contract. You don't like the contract? Don't sign it. Go play some other game.

There is no excuse for the kind of behavior being discussed in this thread that many of us are subjected to at least once any time we log in. There is even less excuse for ZOS not cracking down on it.

I have blocked about 4 people on the forums but not one in the game. In the game the only real issues I have with anything that resembles harassment is people spamming skills inside the bank. Bogs me right down when 5 or 6 people are spamming skills that have visualizations to them. Thats not directed at me personally tho and I just use another bank in a less populated area. Prob solved.

Okay, so here's my question: What can we do about this? Yeah, report it but you can see how effective that is. Normally, I can just brush this adolescent behaivor off, but this person so intent upon interfering with what I was doing that I couldn't even play the freakin game. Yeah, I could have gone to another zone or teleported (for gold) away from the situation. But why should I have to do that?

This isn't a thick skin issue; I can fire off snarly responses with the best of them, and I'm happy to walk way from a jerk, if I can go somewhere else and do something else. I am not happy when I have to leave a quest and come back and finish it later because some idiot is intent upon ruining my game.
So my question to Zenimax employees is: How do you anticipate players dealing with this? Really? You made this game. You had to expect this would happen. What do you want players to do?

-ignoring people in PvP due to difficulty
-More servers needed to make correct matches

The system they have now works fine, there are solutions in place:
1 - Messages- I TOTALLY agree with you, if someone is sending rude/sexual/trolling messages, save them and send them in as proof to get them punished (they already do this, so this problem is solved)
2- Voice Systems and PC have options for "ignore player" this will remove their voice. (problem solved)
3- Visual/interaction - This is where the problem I assume comes from....but the solution is just as easy as the others
-Teleport away - They have no way of following you, or know where you ported to. Choose someone from your friends list to port to, half the time its in a different zone anyway.
-Hide- Make a game out of it, ***, book it as fast as you can, hide in some bushes or around the corner, its SUUUUPER easy to lose people in this huge world.
-Stand still- Pretending your AFK will make any troll leave within 2 minuets, they have ZERO attention span.
Every single one of those problems can be solved, with little to no effort on the victims behalf.

This is actually a great idea. Its an online multi player, and there are tons of threads on the forum where people want to play the game "offline", and a visual ignore might give power to trolls to just block or report people simply because they want to be alone in the world, or they were offended by something little.
I played for almost a year now, never had problems with sexual harassment (and I am not implying that just because I didnt have problems, nobody did, I have to be careful to state that) .
I did however have some guys come to show off near me, I get a TON of friend requests or people trying to flirt etc, and I do exactly what you said, either I pretend Im not there, or I take my horse and move a few meters, then return to my quest in two minutes.
If anyone would overly abuse it in any way, I would just make a video and send it to ZOS.
Dont get me wrong, I am all up for the visual ignore as well, it would be a cool feature, but there are much easier ways they can fix harassment issues, without having to spend a ton of time in coding etc, and instead fix some bugs and probably give us a new class or something.
(And I also agree with @Jura23... if you need to block so many people, maybe the problem is on your side)

It's easier to prove a troll to be a troll in a group event than on a 1-1 situation. So I'd suggest record and report : that should work.
Other options are complete ignore (yes, that would work quick but I reckon it's hard to get 20 people to not react at all).
and ultimate options is to organize events in remote / hidden places, or even better, in an instanced place (though that limits the number of participants to 12).
