The 140% damage increase does not work on shields, you cannot procc anything on shields (set effects, Burning Light), you cannot crit on shields.

Jabs / Sweeps is not bugged against shields. The issue is burning light does not proc against damage shields as you cannot proc "on hit" effects.
I was also under the impression they were bugged and made a thread about this awhile ago.

I think the issue is burning light, not the 140% damage buff. See my reply above.0 -
